The course content is based on the requirements that the immission control circular economy laws place on the expertise of company representatives:
− For the immission control officer, these are the requirements from § 55 para. 2 sentence 1 Federal Immission Control Act(Bundes-Immissionsschutzgesetz) in conjunction with Annex II Part A of the 5th Ordinance on the Implementation of the Federal Immission Control Act (5. Verordnung zur Durchführung des Bundes-Immissionsschutzgesetzes) (there in particular under No. 8 as well as the legal bases of No. 1 - 7).
− For the waste management officer, the requirements of § 60 para. 3 Circular Economy Act (Kreislaufwirtschaftsgesetz) and the Ordinance on Waste Management Officers (Verordnung über Betriebsbeauftragte für Abfall) also apply.
Accordingly, the students acquire knowledge of the regulations of environmental law, in particular immission control and recycling management law; including the legal ordinances and technical regulations issued in this regard. They learn to classify facts from the planning, construction and operation of industrial plants on the basis of the legal requirements and also consider administrative regulations, decrees, the content of permit notices and conditions as well as court rulings. They are able to research in relevant specialised databases.
They are familiar with the respective European legal context of the regulations and can also classify the operational actions with regard to the legal consequences of administrative offences and criminal law as well as civil liability.
